Europe breathed a deep collective sigh of relief on Monday, as the crisis triggered by the presentation of a new 28-point plan for achieving ceasefire appeared – temporarily – to have been defused. A Washington representative spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Moscow made its retaliation: another massive barrage of rocket attacks on Kyiv.
The Rhythm of Diplomacy and Destruction
The succession of conflicting incidents captured the grim essence of the outgoing year. By day, political struggles are fought: hopeful statements are delivered from different nations. Significant resources is devoted on restraining specific proposals. By night, Russian leadership forcefully demonstrates the world that, for them, military action persists as the main instrument for achieving "settlement".
Nighttime Reality
As the offensive unfolded into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was laid bare. Ukraine is equipped to monitor rocket firings from enemy soil, a capability afforded by current data. From observation points, military aircraft that had been scrambled to counter approaching aerial threats flew past – modern combat jets provided to Ukraine by European allies.
Moments later, Kyiv's missile defense activated: several firings deployed against a incoming threat. This was a sophisticated defense system at work, most likely delivered by Western nations. Every launch shakes the surroundings, rattling buildings. The moment of terror quickly gives way to sober acceptance: perhaps the incoming missile won't cause damage this time, sparing the city from ruin and additional electricity failures.
Persistent Threats
Soon after, a large-caliber weapon fired at a aerial vehicle somewhere nearby, part of a mobile-fire group – most likely Western-made equipment. Unfortunately, the projectiles didn't strike the enemy aircraft – it pressed on overhead toward its destination.
Periodically, this continued until dawn. Kyiv greeted the early updates: seven people killed, devastation and heating outages in many homes as a result of the night's assault. As customarily, everyone still went about their day – enduring hostilities. But those 24 hours encapsulated Ukraine's essential dependence on external assistance – a dependence that European nations are evidently unprepared to replace in the immediate future.
Unsuccessful Negotiations
The 28-point plan from American leadership provoked deep reactions, debate and profound anxiety – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after prior negotiation attempts and bilateral conferences.
Every new approach from Washington follows the identical sequence: a negotiation push against Ukraine, which Kyiv, with allied governments, manages to fend off. They stabilise the situation but never actually achieve victory. This pattern will, certainly, endure.
Strategic Calculations
It is easy to blame certain parties of persistently promoting Russian terms. But that does not seem to be the complete picture. US administration works based on a assumption understood by international relations experts: you cannot win at the negotiating table what you have lost on the battlefield. The White House assumes that it is unrealistic to force Russia to relinquish the land that it currently occupies in Ukraine's occupied territories.
The issue is that while acknowledging this situation, US leadership does minimal to prevent Kremlin actions, through statements or actions, from thinking that the situation will not evolve additionally in its advantage in the near future.
Opposing Positions
Therefore, the Kremlin is convinced that time is on his side – that Ukraine and its supporters are coming close to fatigue. Their reason to agree to terms that does not give them the maximum possible gain is almost completely absent. There may be multiple initiatives to achieve ceasefire, but they will continue as long as Russia's leadership remains highly assured in the outcome.
On the contrary, Kyiv believes that Ukraine can still persist, slowly losing people and territory but preventing a complete military breakdown until conditions improve in its benefit.
Present Conditions
Objectively, there are no actual prerequisites for a ceasefire. Now, personal considerations are becoming relevant: leadership ambitions to broker a ceasefire and obtain worldwide acknowledgment, and Kyiv's double obstacles – on one hand, not to distance important partners, and on the other, to unite the population around the flag against any initiative Kyiv finds unworkable, so that their priority does not shift toward homefront challenges. And although their task will now be significantly challenging after recent developments, it remains very improbable that this will modify their basic position.
These opposing factors are driving the talks.
Assessment and Future
It took a only one week to terminate the 28 points of the most recent proposal. Assertive and inconsistent approach of the matter by Washington, resistance by Ukraine and the rest of Europe, along with pacifying measures of diplomats, and finally, latest revelations, all achieved their purpose.
While new proposals based on previous concepts are forthcoming, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to resist political attacks from Washington that are based on Russian demands and demonstrate specific hesitation to change the course of events, if they remain united and improve their protective measures at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the coming months, largely rely on ongoing international assistance.
